Video Shows ICE Agent Slashing Tire of Oregon Couple Who Filmed Officers

HILLSBORO, Ore. — After watching and filming ICE agents in a parking lot in Hillsboro, two Oregon residents allege they were tailed, boxed in with vehicles, and then had a tire of their car slashed by a federal officer.

ACLU Files an Administrative Complaint With the Department of Homeland Security

The American Civil Liberties Union (ACLU) filed an administrative complaint with the U.S. Department of Homeland Security (DHS) on Thursday, October 29, on behalf of the Hillsboro married couple.

The ACLU has released a video that it says shows an agent stabbing at a rear tire of the observers’ vehicle. The incident occurred on October 7, 2026, amid increased ICE activity across Oregon.

According to the administrative complaint, the couple observed masked officers in vests marked “ICE” meeting with other vehicles in the Safeway parking lot in Tanasbourne Village shortly before 7 a.m.

In an effort to alert nearby shoppers, the couple rolled down their car windows, honked, blew whistles, and shouted “This is ICE!”

Couple Says ICE Agents Followed Them and Slashed a Rear Tire

When the couple left the scene, ICE agents followed them out of the parking lot in their own vehicles and boxed them in, according to the complaint.

At the intersection of Stucki Avenue and Cornell Road, an agent approached their car, drew a knife, and stabbed at the rear passenger tire, the complaint says.

The complaint says the agent returned and stabbed the tire again before the agents left the scene without speaking, making an arrest, or questioning the occupants.

ACLU Calls for an Immediate Investigation

The ACLU has called for an immediate investigation, including identifying and disciplining the ICE agents involved in the incident, and preserving relevant evidence.

“In addition, we request that your offices undertake a comprehensive investigation of the pervasive pattern of ICE agents unlawfully retaliating against individuals who observe, gather information about, and record ICE agents performing their duties in public,” states the ACLU in its administrative complaint.

The organization has also called for institutional changes to ICE training, oversight, and accountability “to prevent further abuses by ICE personnel.”

ACLU senior staff attorney Scarlet Kim says in a statement that the videos have proven critical to exposing “ICE abuses,” and that “the right to record publicly visible law enforcement activity is fundamental to our democracy.”

DHS told KATU that the incident is under investigation. A department spokesperson told the station that ICE officers are trained to use the minimum necessary force and are held to high professional standards.
