Southern Oregon University Plans Major Reset After Enrollment Drops 22% in a Decade

ASHLAND, Ore. — Cash-strapped Southern Oregon University (SOU) released a Vitality Plan yesterday that provides a roadmap for financial stability and an innovative vision to allow the university to thrive.

 

Higher Education Landscape is Shifting Seismically

According to SOU President Richard J. Bailey Jr., the landscape of higher education is shifting seismically, with institutions contending with a myriad of challenges.

Bailey states in a Vitality Plan report that SOU’s financial crisis was not caused by sudden economic shifts but rather an outdated fiscal model.

He says that earlier this year, SOU found itself at an operational and financial crossroads compounded by long-term structural imbalances, shifting state funding priorities, and a steep enrollment decline over the last decade.

 

A Dramatic Decrease in Enrollments Led to a 22% Reduction in a Decade

Enrollment declined from 4,108 students in 2015 to 3,209 in 2024, a 22% reduction. Simultaneously, institutional spending increased by 4.9% annually, driven by escalating costs.

Implementation of the Vitality Plan begins this summer, and as of yesterday, the Associated Professors of SOU (APSOU) will have 20 days to review the proposal and suggest changes or alternatives. SOU’s Board of Trustees will formally adopt the Vitality Plan in mid-July.

According to Bailey, SOU will offer students streamlined choices in every area of academic focus.

“SOU will not only meet the challenges we face in Oregon, but will also be positioned to succeed in navigating the sea of change taking place in higher education,” states Bailey.
