Oregon Man Charged After Dog Was Left in Hot Car for Hours as Punishment, Court Records Say

A Portland man will appear in court next month for ‘punishing’ his dog by leaving him in a car for at least four hours as summer temperatures soared close to 90 degrees at lunchtime on Saturday.

 

There Was an Empty Water Bowl Inside the Vehicle

According to court documents, neighbors flagged down a passing police patrol officer shortly after 1 p.m. The officer found a black dog weighing between 50 and 60 lbs in the back of a vehicle with expired license tags.

There was an empty water bowl and a small amount of food in a second bowl inside the sedan.

Titus Bagnall (38) has been charged with second-degree animal neglect and failure to register as a sex offender. He is scheduled to appear in court on July 14.

Court documents reveal that the dog was left in the car for at least four hours, according to residents of the Henry Building at 309 SW Oak Street.

After police notified the building manager about the incident, court documents state that the dog’s owners, Titus Bagnall and Irene Chronakis, released the animal from the car. Chronakis told officers the dog was being punished for misbehaving. She was not charged and currently retains custody of the animal.
