Officer Under Investigation After Marion County Man Is Shot Dead in Driveway

SALEM, Ore. — A Woodburn police officer is under investigation after shooting and killing a 37-year-old resident in his driveway late on Saturday night.

The Officer Use of Deadly Force incident involving Officer Jackson Ryan is under investigation by the Salem Police Department (SPD), a non-involved outside agency.

Tidings Insight
Marion County protocol requires an outside agency investigation after officer deadly force. That is why Salem police, not Woodburn police, are leading the case.

According to a press release by the SPD, Officer Ryan confronted Israel Hernandez-Martinez on Arney Road after responding to a 911 call regarding an aggressive individual who was causing a disturbance on the outskirts of the City of Woodburn in Marion County.

SPD states that Hernandez-Martinez was in possession of multiple tire irons when, during a confrontation, Officer Ryan deployed his firearm.

When other Woodburn police officers arrived on the scene, they attempted to render medical assistance, but Hernandez-Martinez was pronounced deceased.

Oregon State Police and the Marion County Sheriff’s Office are assisting SPD with the investigation.

No further information has been released until an objective review of the encounter is announced by a grand jury.
