Portland Police Swiftly Contain ICE Facility Protest Chaos as Vandalism and Blockades Spark Arrests
MULTNOMAH COUNTY, Ore. — Responding to reports of a protest at the U.S. Immigration and Customs Enforcement (ICE) facility in south Portland on Saturday, PPB’s Central Precinct officers made some arrests. Still, they ensured the event remained peaceful and free from criminal vandalism.
Portland Police Address Protest Activity After Safety Concerns Raised Near ICE Building
Portland Police Bureau (PPB) officers responded to a report of unwanted individuals on private property next to the ICE Building on Sunday at around 11:40 a.m., after the property owner asked the crowd to leave his property.
PPB made several attempts to educate the group that they were on private property and provided reasonable alternatives for holding a lawful protest. Afterward, the crowd cooperated, moving to a nearby sidewalk.
No arrests were made in connection with the protest, but one woman with an outstanding arrest warrant was taken into custody.
At around 7:30 p.m., as Central Precinct officers continued to monitor the situation as another crowd formed in the area, PPB Dialogue Officers contacted the group, who were unwilling to engage in dialogue.
After some protesters began spray painting the building at around 11:00 p.m., officers arrested two people for Criminal Mischief in the First Degree. A person wanted for damaging North Precinct in 2024 was also arrested and charged with Criminal Mischief in the First Degree.
PPB also received several calls and in-person contacts from nearby residents reporting concerns about disruption coming from the crowd.
Later that evening, a Department of Homeland Security (DHS) contractor operating an empty transport van reported to the Bureau of Emergency Communications (BOEC) that the driveway had been intentionally blocked and he could not access the facility. PPB officers on the scene found wood, rocks, and unauthorized street-closure signs dragged to the entrance that was obstructing vehicle access.
PPB officers assisted in clearing the driveway as a de-escalation measure, aiming to restore access while minimizing confrontation. Access to the facility was restored within a few minutes. No arrests were made, and no force was used.
