Oregon Mother Found Guilty of Kidnapping Daughter and Taking Her to Mexico Without Father’s Consent
A 24-year-old Oregon mother has been sentenced to time served after being found guilty in May of kidnapping her daughter and fleeing to Mexico.
Haley Harris, who was found guilty of international parental kidnapping, is prohibited from having contact with the child or the child’s family. She must also participate in mental health treatment.
According to court documents, Harris was living in Mexico when she traveled to the United States on September 21, 2025, to regain physical custody of her minor child, who was living with her father in Orange Beach, Alabama.
Harris told the child’s father she wanted to visit with the child for a few days, but instead flew to California, from where she entered Mexico with her daughter. While in Mexico, she continued to tell the father that they were in Baldwin County, Alabama.
- Sept. 21, 2025 : Harris takes her daughter from Orange Beach and travels through California to Mexico.
- Sept. 29 : Arrested in Mexico, returned to the U.S. and charged.
- May 18, 2026 : Found guilty after a bench trial.
- Aug. 24 : Sentenced to time served and one year of supervised release.
The woman was arrested in Mexico and deported to the U.S. on September 29, 2025, where she was formally charged. Harris remained incarcerated until after her bench trial on May 18, 2026.
A further condition of her sentence is that she must serve one year of supervised release with the U.S. Probation Office.
Orange Beach Police Department assisted in locating Harris and the child, who has been reunited with her father.
The investigation also involved the FBI, the Department of Homeland Security, the United States Marshals Service, and the Baldwin County Sheriff’s Office.
