Oregon Has the Second-Highest Shoplifting Rate in the U.S.
Oregon ranks second as a U.S. state with the most incidents of shoplifting, second only to New Mexico.
The study was undertaken by the criminal defense law firm, Summit Defense.
Oregon Records 675.98 Shoplifting Incidents and is 79% Above the National Average
Shoplifting in 2024 was based on data in the FBI’s Crime Explorer, which revealed that there were 675.98 incidents per 100,000 residents in Oregon. This is 79% above the national average.
The data showed that shoplifting in Oregon is most prevalent in August (61.51), November (59.87), and December (58.66).
Western states dominate the shoplifting top rankings. Top-ranking is New Mexico, with a shoplifting rate of 777.97 per 100,000 residents, more than double the national average. In January 2024, there were 82.04 incidents in New Mexico, making it the worst month for shoplifting in any state in the U.S.
Third-ranked Arizona had 587.83 incidents.
Researchers found that the highest percentage of shoplifters in the 46 states under examination was in the 30-39 age bracket.
The other top five states are Delaware in fourth position, followed by New York.

Three Western States Ranked the Lowest for Shoplifting
However, three western states – Idaho, Hawaii, and Alaska – are among the five states with the lowest number of shoplifting incidents.
Idaho has the overall lowest rate nationally, at 176.90 per 100,000 residents. This is 53% below the national average.
Hawaii ranks fourth from the bottom, with 217.22 incidents, while Alaska completes the bottom five with 232.22 shoplifting incidents, or 38% below the national average.
