Oregon Dental Provider to Pay $4.5 Million Over Alleged Billing for Thousands of Calls That Offered No Real Dental Care

Oregon dental provider Advantage Dental Services, LLC, will have to pay $4.5 million under a recent settlement, after allegations were made by members that it improperly billed the Oregon Health Plan (OHP) for thousands of phone calls that allegedly delivered no meaningful dental advice.

 

Alleged Dental Billing Scheme and $4.5 Million Settlement

In a joint statement, Oregon Attorney General Dan Rayfield and the Oregon Health Authority said that between January 2020 and December 2025, Advantage Dental billed for nutrition and oral hygiene counseling calls.

Patients later said they had not consented to these services and did not receive genuine advice. The state said Advantage Dental filed the claims just to meet contractual performance targets and qualify for annual incentive payments funded by Medicaid.

As a dental services provider to OHP members across Oregon, Advantage Dental members can change their assigned primary care dentist and raise concerns about issues such as access to care, waiting times, or service by contacting the company’s member services team and using its grievance process. But complaints could also be submitted directly to the Oregon Health Authority.

Although the underlying allegations are not a formal admission of liability, the settlement spotlights the role of state oversight in protecting public funds and maintaining confidence in the healthcare system.
