Oregon to Give People With Disabilities More Control Over Their In-Home Care Services

Individuals with disabilities, who will in the future have more control over their in-home care services, are one of two important changes that the Oregon Department of Human Services will be making to Medicaid-funded services.

Oregon’s Office of Aging and People with Disabilities (OAPD) collaborates with the Centers for Medicare and Medicaid Services (CMS) to develop programs tailored to meet the needs of Oregonians.

 

Agency With Choice Will Allow the Disabled to Choose Their Own Support Professionals

Known as an Agency With Choice (AWC), this service option will allow the disabled to choose their support professionals, manage aspects of their care, and have an agency act as the Employer of Record.

 

Changes to Placements in Adult Foster Homes and Residential Care Facilities

The other change is an update to the Aging and People with Disabilities methodology for adult foster homes and residential care facilities. Known as the K Plan, it will allow the ODHS to better serve individuals transitioning to less institutional levels of care in the community.

 

ODHS Invites Public Commentary

The ODHS is inviting public commentary before the proposed amendments come into effect at the beginning of 2026.
