Oregon Massage Business Shut Down Over Unlicensed Services, Ties to Western U.S. Network

Unlicensed massages at Foot Reflexology & Massage in Lebanon were uncovered by law enforcement following complaints of an illegal massage parlor operation.

The premises at 2710 South Santiam Highway were visited by the Lebanon Police Department (LPD), while assisting the Oregon Department of Justice in investigating complaints about illegal activities conducted at the massage parlor.

 

The Business Was Connected to Other Illegal Massage Parlors Across the Western U.S.

The search took place on April 7, and LPD discovered that customers were receiving unlicensed massages. It was also established that the business was connected to other illegal massage parlors across the western U.S.

Under Oregon law, paid massage work requires a state license. That makes this more than a code problem: police say customers were receiving services the business was not legally allowed to provide.

When investigators cite ties to other illicit massage parlors, that can signal a broader network case. Oregon DOJ says it is now targeting illicit massage businesses within anti trafficking and organized crime work.

According to the LPD, multiple code and ordinance violations were discovered, leading to the arrest of Feng Miao Bao. She was cited for practicing massage without a license and released.
