Four Arrested After Crowd Occupies Portland City Hall and Demands End to ICE Building Permit

PORTLAND, Ore. — Four people who refused to leave were arrested on Wednesday after a demonstration at Portland City Hall, where protesters demanded that the city revoke a land use permit for the Immigration and Customs Enforcement building in Portland’s South Waterfront.

4 Arrested At Portland City Council Demonstration

Portland Police resolved an incident after a group that demonstrated at previous council meetings on January 21 refused to leave when asked by on-site security.

On February 18, the same group demonstrated at City Hall, monitored by a sergeant after PPB’s Central Precinct was notified about a planned demonstration.

City Hall security officers called at 6:28 p.m., requesting PPB assistance, reporting that someone had crossed the dais to confront council members physically.

About 40 people occupied the council chambers, while another 10-15 blocked the front door to the lobby.

The participants were notified that they were trespassing and told to leave, but they refused.

After elected officials and city staff were evacuated and safe, 20 additional officers from Central Precinct, Central Bike Squad, and North and East Precincts were called in, and all precincts were placed on high-priority.

At least 26 PPB officers moved in and cleared the council chambers and the lobby. No injuries were reported.

Most demonstrators left when contacted by police officers. Four people continued to refuse to leave, some linking arms and pushing against officers. The four were arrested and booked into the Multnomah County Detention Center:

  • 47-year-old Susan A. Bartley, AKA Susan Anglada-Bartley (Portland): – Criminal Trespass in the Second Degree, and Disorderly Conduct in the Second Degree
  • 25-year-old Madison N. Del Santer (Beaverton, Oregon): Criminal Trespass in the Second Degree
  • 26-year-old Henry J. Roloff (Beaverton, Oregon): Criminal Trespass in the Second Degree
