Watch Portland Street Takeover Caught on Video End With 19-Year-Old Driver Crashing and Facing 24 Charges
PORTLAND, Ore. — A video showing an illegal street takeover, in which speeds up to 90 miles an hour were recorded, has been made public by the Portland Police Bureau.
Suspect Faces 24 Counts of Reckless Endangerment
The video, recorded by Air-1 and a dash camera in the suspect’s vehicle, shows footage of reckless driving by the suspect, 19-year-old Jeffery H. Baker, who attempted to escape from officers. He is now facing multiple charges, including 24 counts of reckless endangerment.
The incident occurred at 11.30 p.m. on Thursday, November 27, when North Precinct officers investigated reports of an illegal street takeover near business premises on Northeast Cully Boulevard and Northeast Prescott Street.
Officers responded to reports of about 40 vehicles street racing in the area, with one driver performing dangerous stunts in the intersection.
They also learned that a woman had been hit by a vehicle, a fact substantiated in a video posted on social media that shows a vehicle doing donuts before striking the woman.
The officers cleared dozens of spectators from the area while searching for the injured woman, who, they later learned, had left the scene.
On Sunday, November 30, Baker was spotted by police officers driving recklessly across Central and East Precincts. He subsequently crashed into another vehicle, injuring the driver, before attempting to escape on foot. However, he was soon arrested by the police.
Baker is lodged at the Multnomah County Detention Center and is charged with 24 counts of reckless endangerment. Other charges include two counts of third-degree assault, two counts of attempting to elude arrest, DUII, reckless driving, interfering with a Peace Officer, hindering prosecution, unlawful street takeover, and third-degree escape.
Here is a short timeline of the takeover and the arrest:
- Nov 27 2025 – Street takeover at Northeast Cully and Prescott; woman reportedly struck during donuts.
- Late Nov 2025 – PPB reviews social media, identifies 19 year old driver Jeffery H. Baker.
- Nov 30 2025 – Air-1 tracks Baker, high speed driving ends in crash and foot chase.
- Nov 30 2025 – Baker arrested, lodged in jail on assault, DUII and 24 reckless endangerment counts.
In a news release, PPB says that reckless driving not only endangers participants but also puts bystanders, other motorists, and responding officers at significant risk. Street takeovers can also lead to serious injury and death. PPB remains vigilant to protect law-abiding motorists on city roads.
