Portland Man With Gun Climbs Onto Neighbor’s Roof as Police Deploy Drone and K-9 in Late Night Siege

PORTLAND, Ore. — A man firing gunshots inside a Piedmont home late on Friday night unfolded into a dramatic police operation deploying a drone, a K-9 unit, and a negotiator to the scene in the 6100 block of North Moore Street, Portland.

 

Drone and Canine Units Were Called to the Scene

North Precinct police officers responded to a call at 11.30 p.m. and, on arrival, requested additional resources from drone and K-9 units.

While officers were coordinating a reaction plan by establishing a safety perimeter and gathering information, they learned that the gun-wielding suspect had vacated the premises and was lashing out at objects with a shovel or similar object.

At this stage, the neighborhood had been awakened, and frightened residents began calling 911, reporting that the man was screaming and breaking glass and objects with the shovel.

 

Suspect Climbed Onto the Roof of a Neighboring Home

In the meantime, a drone had been deployed and located the suspect, who had climbed onto the roof of a neighboring property, where he also attempted to break into the home by smashing a window.

The frightened occupants of the home were quickly evacuated by the police, and the incident commander requested that the family be sheltered via the Public Alerts system.

At this stage, the suspect had sought shelter under trash cans, leading officers to believe that he had spotted the drone overhead.

Members of the Special Emergency Reaction Team (SERT) were then called to the scene, as was a crisis negotiator who, after extensive communications with the suspect, persuaded him to surrender at 1.10 a.m., ending the one-hour-and-forty-minute siege.

Under police custody, Ryan L. Latin (40) was transported to a hospital by ambulance, where he was placed on a mental health-related Police Officer Hold.

Latin has been charged with the unlawful use of a weapon, first-degree attempted burglary, and second-degree criminal trespassing and criminal mischief.

No one was injured during the incident, and the police took possession of a handgun and live ammunition found in a neighboring yard.
