Portland Man Released From Jail After Punching 21 Year Old Does the Same Thing Days Later to a 69 Year Old Woman

PORTLAND, Ore. — A man has been taken into custody following two unprovoked assaults on Portland residents on Southeast 122nd Avenue in separate attacks last week.

The first incident took place at 8.30 a.m. on Tuesday, November 25, 2025, when a passerby alerted officers from the Portland Police Bureau’s East Precinct to an assault she had witnessed.

The victim, a 21-year-old-male, told police that a man had approached him and hit him in the face without provocation in the area of Southeast 122nd Avenue and Southeast Division Road.

Police arrested Santos Puerto-Rios (24), of Portland, shortly afterwards and transported him to the Multnomah County Detention Center (MCDC), where he was charged with fourth-degree assault.

Three days later, on Friday, November 28, police were alerted by a family member to an unprovoked assault on a 69-year-old woman in the 3300 block of Southeast 122nd Avenue. She was taking out garbage when an unknown man punched her and knocked her to the ground before fleeing from the scene.

An investigation revealed that Puerto-Rios has been released from the MCDC and was suspected of also being responsible for the second unprovoked attack.

He was arrested yesterday (Tuesday) at his home in the 3000 block of Southeast 122nd Avenue and taken to the MCDC. Apart from the fourth-degree assault charge, Puerto-Rios is facing the possibility of additional charges.
