Portland Area Providers Accused of Stealing From Oregon Medicaid Program

PORTLAND, Ore. — Three healthcare providers practicing in Multnomah County have been charged with fraud after filing false Medicaid claims. Two have already been convicted.

 

Multnomah County Healthcare Providers Charged For Defrauding Medicaid

The Oregon Department of Justice’s Medicaid Fraud Control Unit (MFCU) confirmed that charges against a Portland-area behavioral health provider and his business were filed yesterday for allegedly stealing hundreds of thousands of dollars from the state’s Medicaid program. Two others were convicted on similar charges earlier this year:

  • Roberto Felipe Munoz / Munoz Counseling LLC: Prosecutors say that between March and August 2025, Munoz Counseling submitted fraudulent claims to CareOregon. He is currently facing eighteen felony counts, which include aggravated theft and aggravated identity theft. Although the charges are significant, Munoz is currently presumed innocent as the investigation proceeds.
  • Zoe Thiele-Seidenberg: An internal audit revealed she had falsified records while serving youth in crisis. Thiele-Seidenberg, a former mental health provider for Catholic Community Services, was convicted on two felony counts of making false health care claims. In February 2026, she had to surrender her therapy license and was also sentenced to jail time and supervised probation.
  • Haley Sanchez: A former CareOregon employee, she managed funds meant for non-traditional Medicaid needs like housing support, but from 2022 to 2023, diverted these to gift cards for personal use. She pleaded guilty to first-degree theft and making false claims, resulting in a sentence of jail, community service, and restitution.

Oregon AG Dan Rayfield confirmed that the DOJ will continue to prosecute those in positions of trust who choose to exploit the Medicaid system for personal gain.

He said, “Medicaid exists to make sure people can get the help they need- for their health, their housing, their children’s mental wellbeing.”
