Oregon Watchdog Saves Residents More Than 5 Million Dollars as Insurance Complaints Surge in 2025
The insurance industry dominated consumer complaints investigated by the Oregon government watchdog agency, the Division of Financial Regulation (DFR), which saved Oregonians $5,658,813 in the first nine months of 2025.

The DFR is a regulatory and consumer protector that monitors and investigates sectors such as insurance providers, banks, credit unions, mortgage lenders and securities, student loans, and a variety of other financial services.
Governor Tina Kotek says the DFR ensures that Oregonians get ‘a fair shake,’ and that its work ‘is a powerful reminder of what effective consumer protection looks like in action.’
Third Quarter (July – September) DFR Actions
During the third quarter, the DFR saved Oregonians $1,836,127.

In the first two quarters of 2025, the DFR recovered over $3.8 million and dealt with nearly 2,800 complaints.

Here is an example of an insurance complaint handled by DFR in the third quarter.
DFR intervention in an insurance claim resulted in an additional $40,872.18 being paid to a consumer whose home was damaged by fireworks over the July 4 holiday.
