Oregon Utility Regulators Approve PacifiCorp Rate Increase Taking Effect Today

Following combined decisions, including agreements reached among PUC staff, PacifiCorp, and consumer advocacy groups, the Oregon Public Utility Commission (PUC) approved rate adjustments for PacifiCorp residential customers that take effect today, April 1.

PacifiCorp Oregon Rates Increases

The changes emerged from PacifiCorp’s annual power cost adjustment and incorporate several additional filings that either increase or decrease customer rates. The net effect is an overall increase.

Renewable adjustment clauseIncreaseRecovery tied to new renewable resources, including two wind farms
Energy Trust fundingIncreaseUpdated support for efficiency programs
Accounting and tax filingsMixedSome small decreases, some modest increases
FAIR Act timing ruleTiming onlyDelayed residential start until after winter heating season

The adjustment incorporates the cost of two wind farms, which will displace more expensive power, and updated funding levels will support the Energy Trust of Oregon’s energy-efficiency programs.

Other factors that played a role in the adjustments were updated actual costs for fuel, purchased power, wholesale market sales, and other power costs for 2024, compared with forecasted costs for that year.

Several routine accounting and tax-related updates also contributed to the outcome, some leading to a small rate decrease for customers and others to modest increases.

Under House Bill (HB) 3179, the FAIR Act, which prevents residential rate increases during the winter heating season, residential rate changes were delayed until April 1.

The adjustment is expected to increase the typical residential customer’s monthly bill by about $5.64 or 4.1%, but actual impacts will vary based on individual energy usage.
