Loud Music Complaint in Eugene Ends With Explosive Devices Found in Car, Man Arrested

EUGENE, Ore. — Twenty-six-year-old Skylor J Koelzer, of Eugene, is lodged in the Lane County Jail after police discovered improvised explosive devices in a vehicle in which he was the passenger.

At 6:43 a.m. on Tuesday, a Eugene police officer responded to a call regarding loud music blaring from a Subaru Impreza in the 2100 block of W. 16th Avenue.

On his arrival, the officer found Koelzer sitting in the passenger seat of the car, but he ran into an apartment when the officer approached.

He was then taken into custody, and a search of the vehicle revealed an improvised explosive device.

Eugene Police Department’s Metro Explosives Disposal Unit arrived on the scene. After clearing the vehicle, they discovered a second explosive device and took possession of both instruments.

A further search of the vehicle by EPD Patrol and Street Crimes Unit officers uncovered a firearm and methamphetamine.

Koelzer is charged with two counts of possession of a destructive device, unlawful possession of a firearm, carrying a concealed firearm, and two counts of unlawful possession of methamphetamine exceeding two grams.

Before this incident, the Eugene Police officer who was patrolling near Fuller Avenue and Jay Street at 1 a.m. spotted a Subaru Impreza stopped in a driveway with the driver’s door open.

The officer had had previous contact with individuals, and he suspected the use of controlled substances inside vehicles parked in the same area.

When he attempted to make contact with the Subaru’s occupants, the driver and a passenger, who was later identified as Koelzer, ran inside the gated property.
