Legacy Health Blames ‘Unbearable’ Costs as It Prepares Major Clinic Closures in Oregon and Washington
Legacy Health indicated that several of its clinics and programs in Oregon and Washington will be closed due to significant financial pressures, including rising labor and supply costs, stagnant reimbursement rates, and state-level mandates.
With a projected loss of approximately $38 million this fiscal year, even before the effects of HR1, also known as the “One Big Beautiful Bill,” are quantified, Legacy Health is facing serious financial challenges.
These effects could lead to cuts in Medicaid and other safety net programs. To maintain economic viability and continued service to patients and communities, Legacy Health decided to close several clinics after a detailed review.
Legacy Health clinics that will close and are set to end operations in early 2026 include:
- The Legacy Devers Eye Institute at Emanuel
- The Emanuel Outpatient Neuro-Rehabilitation program
- The Legacy Salmon Creek Pain Clinic
- The Good Samaritan Cardiac and Pulmonary Rehabilitation Program,
In Washington, all Legacy-GoHealth Urgent Care clinics will close by Nov. 15, 2025, but eight centers in Oregon will stay open.
