Julie Winters Charged After Allegedly Throwing Knife at Officers and Fighting U.S. Marshals in Portland

PORTLAND, Ore. — A Portland protester, 46-year-old Julie Winters, made a first appearance in federal court yesterday after being charged by criminal complaint with assaulting a federal officer and resisting arrest during the August protests at the Portland Immigration and Customs Enforcement (ICE) facility in the second case against her this year.

 

Portland Protester Faces Assault Charges Over ICE Building Attack

The U.S. Attorney’s Office for the District of Oregon indicated yesterday that Winters was arrested following an incident on August 20. Winters reportedly became hostile when U.S. Marshals Service (USMS) deputies attempted to arrest her for violating the conditions of her pretrial release for an earlier charge of assaulting a federal law enforcement officer arising from an incident on June 24.

Court documents indicate that officers observed Winters attempting to light an incendiary device next to the guard shack of the ICE office on June 24, 2025. Portland protests had erupted in violence earlier that month.

As Federal Protective Service officers engaged with Winters, she pulled a large knife

from her backpack and began waving the blade at the officers before throwing the knife at an officer. Although the knife missed the officer, Winters began to flee. An officer then deployed a taser, bringing Winters to the ground.

As officers attempted to secure Winters, she pulled a second large knife from her waistband, but officers finally disarmed Winters and arrested her.

Winters was on pretrial release for this incident, indicted on two counts of attempted assault on an officer and intimidation of a federal officer with a dangerous weapon when she was stopped on August 20.

On August 20, 2025, Winters became hostile when U.S. Marshals Service (USMS) deputies tried to place her under arrest for violating the conditions of her pretrial release for the June charges.

She reportedly fought and resisted arrest. After several minutes, the deputies handcuffed Winters and escorted her to a holding cell.

A short time later, in the holding cell, Winters had a medical incident. The Deputy

U.S. Marshals removed the restraints as they waited for additional medical personnel to respond, but as soon as the restraints were removed, Winters began fighting with the Deputy U.S. Marshals, grabbing a Deputy U.S. Marshal by the hair at the base of the scalp and whipping the Marshal around by the hair.

Winters made her first appearance in federal court yesterday after being charged by criminal complaint with assaulting a federal officer and resisting arrest.
