Judge Rules Grants Pass City Council Can Enforce Camping Bans At Certain Sites

GRANTS PASS, Ore. — The Disability Rights Oregon et al. v. Grants Pass injunction, which blocked the removal of campsites or tents from city property until Grants Pass provided 150 spaces for public camping, was modified yesterday to allow the city to enforce overnight camping bans at certain public parks.

Josephine County Judge Sarah E. McGlaughlin signed an order Thursday morning that modified the Court’s March 25 ban on Grants Pass to enforce homeless rules until disability-friendly sites are built.

Grant Pass City Council can now enforce overnight camping bans at these public parks:

  • Eckstein Park: 1720 SE Portola Dr
  • Fruitdale Park: 1560 Hamilton Ln
  • Lawnridge Park: 1090 NW Hawthorne Ave
  • Morrison Centennial Park: 1187 Rogue River Hwy
  • Redwood Park, 1395 Dowell Rd
  • Tussing Park: 800 West Park St
  • Westholm Park: 225 SW Wildwood Ave

 

In the emergency lawsuit filed in January, Disability Rights Oregon (DRO) and the Oregon Law Center said the city’s closure of two of its resting sites violated the rights of unhoused people with disabilities.

After the initial injunction had been modified to exclude certain rest areas yesterday, the Grants Pass City Council said in a statement, “The parties are engaged in meaningful and substantial conferral with the goal of reaching a mutually agreed upon final resolution of this matter.”
