FBI Met With Twitter on China Meddling, Musk’s Policy Changes Days Before 2022 Midterms

A heavily redacted email dated November 3, 2022, shortly after Elon Musk acquired Twitter, was made available to Judicial Watch that indicates Biden-era FBI personnel held a “touch point meeting” with Twitter regarding reported meddling by China in the 2022 midterm election and the social media platform’s “potential changes” in “content moderation policies” shortly before the 2022 mid-term elections.

Judicial Watch filed a FOIA lawsuit against the U.S. Department of Justice, the Office of the Director of National Intelligence, and the Department of Homeland Security in April 2023- after the FBI didn’t respond to a December 2022 FOIA request for the so-called “Twitter Files” records on Hunter Biden’s laptop and other censorship.

In June 2025, a hearing was held, during which an email dated November 3, 2022, with the subject line “RE: Midterm Election Touch Point Meeting with Twitter,” was made available to Judicial Watch. The 2022 midterm election took place on November 8, and the email was sent shortly after Elon Musk purchased Twitter for $44 billion in October 2022.

In the email, the sender’s name and all recipients’ names are redacted, except Laura E. Dehmlow, former Section Chief of the FBI’s Foreign Influence Task Force. The email’s redacted sender asked for these topics to be included in the government’s meeting with Twitter officials:

1. Recent disclosure of the three PRC [People’s Republic of China] networks of activity (WAPO [Washington Post] article).
2. Any potential changes to Twitter’s account verification and content moderation policies.”

Judicial Watch indicated that the Washington Post article in the email is likely the “MAGA porn, hate for Trump: China-based accounts stoke division” article published November 1, 2022.

Judicial Watch President Tom Fitton said, “This smoking-gun email shows that the Biden FBI were working with Big Tech to censor Americans just before a key election.”

Other government censorship imposed upon tens of millions of Americans investigated by Judicial Watch includes:

June 2025: Against the U.S. State Department for all records that allege President Trump or any current or former member of his cabinet are “purveyors of disinformation.”
March 2025: Against California Secretary of State Shirley Weber, who retaliated against Judicial Watch’s election integrity video that was posted to YouTube just before the 2020 Election, using the state’s working relationship with Big Tech to have YouTube remove and censor the video.
November 2024: Records from the U.S. Department of Homeland Security (DHS) revealed an extensive effort by government and non-government entities to monitor and censor social media posts on fraud during the 2020 election.
June 2024: Before and after the 2020 election, records from Homeland Security indicated that state election officials marked online content as “misinformation” for censorship and suppression.
December 2023: Homeland Security records show close collaboration between the governmen’s Cybersecurity and Information Security Agency (CISA) and the Election Integrity Partnership (EIP) to engage in “real-time narrative tracking” on all major social media platforms in the days leading up to the 2020 election.
November 2023: Records from Homeland Security indicated that CISA collaborated with EIP during the 2020 election campaign, applying government pressure on platforms like Google, Twitter, Facebook, TikTok, Pinterest, Reddit, and others to suppress alleged “disinformation.”
