28-Year-Old Portland Woman Faces Federal Charge for Alleged Assault on ICE Agent

PORTLAND, Ore. — A Portland woman appeared in federal court yesterday after allegedly assaulting an Immigration and Customs Enforcement (ICE) agent outside the detention facility.

Lucy Caroline Shepherd (28) is charged with assaulting a federal officer, which is a felony offense punishable by up to eight years of federal imprisonment.

According to court documents, Shepherd struck an officer’s arm when she and other protesters congregated outside the ICE facility on October 31. The federal officer was deployed at the gates outside of the ICE building to clear a pathway for vehicles attempting to exit the facility.

Shepherd is one of 38 defendants who have been charged with federal crimes near the ICE building by the U.S. Attorney’s Office since June 13, 2025. Charges have ranged from assaulting federal officers and failure to comply, as well as depredation of government property.

Shepherd was conditionally released, pending further court proceedings.
