An addiction recovery organization plans to expand its downtown Medford center after recently buying a building on West MainStreet for $794,380.

OnTrack Inc. will use 3,100 square feet of the 8,000 square-foot building at 207 W. Main St., which is a few doors down from the Mellelo's coffee shop.

"We're moving our staff functions and training functions and pain management," said Rita Sullivan.

Sullivan said OnTrack has operated for 25 years at 221 W. Main Street.

She said OnTrack plans to continue to have residential units at the top of the building and have other businesses rent out other portions.

Her organization will not be adding services, but moving services around because of cramped quarters in other locations it owns, she said.

The expansion plans don't sit well with the business owner of Room with a Past, which operates in a portion of the newly purchased building.

"Everything about them is unpleasant," said Cathleen Bilyeu-Weber. "For the past three years, it has been my chore to monitor their bad behavior."

Bilyeu-Weber said she has seen fights, people spitting on her window and strange men loitering in the front of her store.

Despite her complaints, the Medford Police Department reports it has only received four calls since January at the OnTrack facility.

Medford Police Lt. Tim George said OnTrack hasn't been a problem for local law enforcement and was surprised to hear someone complaining about bad behavior at the Main Street organization.

"As far as OnTrack and its location on Main Street and calls for service, I find that hard to believe," he said.

Bilyeu-Weber's husband, David Weber, operates his business, Sun Dental Laboratory, in the back of the building.

He said he's seen problems with smoking and cussing over the years, though he acknowledges that situation has improved with new no-smoking laws.

After Dec. 31, the couple plans to move out of the building when their lease expires.

"We've dropped a good $20,000 into this place," said Bilyeu-Weber. "That's a shame.

Other business owners don't share the same negative opinion of OnTrack.

Debra Lee, executive director for the Center for Nonprofit Legal Services, said, "We work very collaboratively together. We could potentially have the same clients common to both agencies."

They also share a Dumpster in the back of the building to save space and make an effort to keep smokers away from the buildings.

"We do everything we can possibly do to make our two buildings look presentable," she said.

Rodney Rampy, owner of Rodney's Clothing, said he's been selling $2,000 custom suits next to OnTrack for 20 years.

"Everybody in OnTrack is great," he said.

In addition, much of his business is with local cops, who need some tailoring done to their uniforms and are constantly driving by.

Despite the generally high marks he gives the organization, he said there is a bit of "riff-raff" that hangs out in the alley.

He's never had problems with people parking in the spaces, and smoking no longer is an issue.

"I keep my car in the alley all night long," he said.
