A plan for the city to partner with a local developer and a nonprofit organization to build affordable housing above a city-owned parking lot has fallen through.




Kendrick Enterprises and ACCESS, Inc. had hoped to construct a building with 10 affordable apartments, three market-rate apartments, commercial space and underground parking on a small Lithia Way parking lot.




The development company and the nonprofit have not completed an agreement about how they will share the cost of the project. ACCESS also has not applied for a state grant, according to a memo to the Ashland City Council from Ashland Housing Program Specialist Brandon Goldman.




In a letter to the city, Robert Kendrick said ACCESS did not provide as much money as expected, rules about downtown construction made it impossible to build the project there and the state required far more detailed drawings and plans than he had realized.




The City Council will consider a number of options for dealing with the situation during a Tuesday meeting that starts at 7 p.m. in the Ashland Civic Center Council Chambers, 1175 E. Main St.




Options include asking for new project proposals, selling the lot and using the proceeds to develop affordable housing elsewhere or seeking project proposals for a larger city-owned parking lot on Pioneer Street.




Only projects with at least 24 units are eligible for federal Low-Income Housing Tax Credits.

On Tuesday, the City Council will also discuss recommendations from the Transportation Financing Task Force about how to close a $2 million annual gap between available funds and city street maintenance costs.




The task force has recommended the city adopt all or some portion of a several funding methods, including development fees, shifting meal's tax revenues to roads, working with other jurisdictions for a Jackson County-wide gas tax, vehicle and bicycle registration fees, using lodging tax revenues and boosting the transportation fee on utility bills.

162; adopting an agreement with the county to boost hours and enhance services at the Ashland Public Library using money from a tax levy Ashland voters approved in September;

162; reviewing regional efforts to plan for population growth in the Rogue Valley;

162; and considering whether to ask city staff to request an update from Oregon Department of Environmental Quality staff on the Mt. Ashland Ski Area's sewage permit.
