The Ashland City Council is scheduled to consider regulations governing medical marijuana dispensaries as well as a proposal to ban the open carrying of loaded guns in town.
The council meets at 7 p.m. on Tuesday in the Ashland Civic Center Council Chambers, 1175 E. Main St.
Councilors will decide whether to restrict medical marijuana dispensaries to major streets in commercial, employment and industrial zones. Dispensaries could locate along certain sections of Main Street, Siskiyou Boulevard and Ashland Street.
Hearing a report on the winter overnight homeless shelter program
Hearing a report about the Ashland Community Resource Center, which helps homeless people and others in need during the day

They could not be sited downtown, operate drive-throughs or put bars on their windows and doors. Operating hours would be allowed from 7 a.m. to 7 p.m.
Unaccompanied minors would be barred from dispensaries, and marijuana and tobacco products could not be used on site.
People convicted of manufacturing or delivering illegal drugs could not operate, own or provide financing for a dispensary.
The city government could analyze a dispensary's financial records and the Ashland Police Department could view surveillance tapes, under the proposed city laws.
State law already imposes numerous regulations on dispensaries, including that they have security systems and not be located within 1,000 feet of schools or one other.
Also Tuesday night, the council is scheduled to consider adoption of an ordinance that would prohibit a person from openly carrying a loaded gun in public places in Ashland unless the person had a concealed weapons permit.
The ban would not apply to guns inside vehicles in public places.
Councilors are not considering a previous proposal to require gun owners to store their guns in a manner to prevent unauthorized access by minors. State law blocks local jurisdictions from adopting gun storage regulations.
