  • Jackson County Commissioners plan to approve a contract this week for the realignment of a busy intersection just outside Ashland.
    The project will realign and improve the West Jackson Road-Highway 99 intersection.
    Of the six bids received by the county for the project, Roads & Parks Department officials recommend Medford-based KOGAP Enterprises Inc. as the contractor. A request for approval of the selected company goes before the Jackson County Board of Commissioners at its 9:30 a.m. public meeting Wednesday at 10 S. Oakdale Ave.
    The company estimated the project would cost $448,750. The project's total cost will be somewhere between $800,000 and $850,000, said county engineer Mike Kuntz. This includes construction and engineering costs, right-of-way purchase and fees.
    The project will be paid for through a local improvement district, which will collect twice-yearly installment payments from adjacent property owners over a 15-year period.
    "We're bonding that project, so we will secure a revenue bond to finance that project with, and then the property owners will be paying us back," Jackson County Roads & Parks Director John Vial said.
    The county anticipates work on the project will start sometime in the spring.
    The realignment project will modify the intersection of West Jackson Road, Highway 99 and Valley View Road, near exit 19 off Interstate 5. It will realign a section of West Jackson Road, creating a traditional four-way intersection with traffic signals. West Jackson currently connects with Highway 99 just south of the highway's intersection with Valley View.
    County officials say the improvements will improve safety at the intersection, which sees a significant amount of traffic and has no designated crosswalks. Business and property owners say it will boost traffic to the several businesses nearby and make nearby land more readily available for development.
    Affected businesses include Lithia Springs Resort, El Tapatio restaurant, and Town & Country Chevrolet.
